This most likely has happened becuase your ISP has closed port 25 which is the sending port for most email programs such as Outlook or Outlook Express.
To change the sending port of your email program such as Outlook Express:
Tools / Accounts / Properties / Advanced
change the outgoing port from 25 to 26
